CPD PROGRAM NOV 20

14 November 2020, Bandar Seri Begawan – The Survey Department, Ministry of Development and the Brunei Institution of Geomatics (B.I.G.) jointly organised the Continuous Professional Development (CPD) Program at the Dewan Betabur, Ministry of Development. The program featured technical presentations by new B.I.G. applicants from the Land Surveying and GIS Mapping Section and the Real Estate Section.

The objective of the program is to encourage the officers and members to promote and highlights the importance of CPD and enhance everyone’s knowledge and skills in the profession. It is also important to keep the knowledge relevant and up to date and aware of the changing trends. 

The event kicked-off with a welcoming remark by the President of B.I.G., Awang Haji Ali Bakar bin Haji Kasim. The speakers at the event comprised of officers from the Survey Department, Land Department and Institute of Brunei Technical Education (IBTE). A total of 59 participants of the CPD Program comprised of Government officers and members of B.I.G and other professional bodies attended the event. Present as the Guest of Honour (GOH) was Yang Mulia Haji Arefin bin Haji Jaya, Surveyor General.

07 May 2018, Monday, Bandar Seri Begawan – Survey Department, Land Department and Brunei Institution of Geomatics hosted Strata Title Workshop today, from 7th of May 2018 until 8th of May 2018, in Dewan Betabur, Ministry of Development. The two days’ workshop is specifically organized for Ministry of Development and its departments. A separate session will be organized for the public and other professionals.  

A Strata Title is the title issued to each unit in a multi-storey building where permission to subdivide the building is approved. Land Code (Strata) Act (Chapter 189) was introduced in His Majesty Sultan Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s Titah in 1999 and has been fully implemented since 1st July, 2009. The Act was enacted in order to allow anyone who wishes to own property in the form of units in building lots in Brunei Darussalam.  

The objectives of the workshop are as follows: 

1. To learn good practices related to Strata Titles done by the other countries such as Australia, Malaysia and Singapore. 
2. To group officers in the handling of strata titles and licensed surveyors within a platform that enables information sharing and ideas. 

Four speakers from abroad who specialize in the management of Strata Titles were invited to present their papers in this workshop:

Present as the Guest of Honor for the Opening Ceremony of the Workshop was Yang Berhormat Dato Seri Paduka Awang Haji Suhaimi bin Haji Gafar, Minister of Development, Brunei Darussalam. Also present at the Opening Ceremony of the Workshop were the Permanent Secretaries of the Ministry of Development, Heads of Departments and Heads of Divisions. 

About 100 officers and staffs from Ministry of Development and its department as well as the B.I.G. members joined the workshop. 4 focus topics such as Registration Issues, Unit Entitlement vs Individual Shares, Management Corporation and Roles of Land Surveyors, Valuers and Estate Agents were discussed and presented in groups. The results of the discussion has been made as the workshop’s resolution. 

Present as Guest of Honours for the Closing Ceremony of the Workshop was Yang Mulia Dr Dayang Nor Imtihan binti Haji Abdul Razak, Acting Permanent Secretary (Administration and Finance), Ministry of Development.   The Workshop Resolutions was presented by the Workshop Director, Haji Mohd Don bin Haji Omar. The handing over of the Workshop Resolutions to the Guest of Honour was done by Haji Salleh bin Haji Jalil, Vice President of B.I.G.    With this workshop, it is hoped that participants will acquire knowledge based on experiences and researches made by the invited speakers.

THE topic of land development was discussed in one of the parallel sessions of the 14th Southeast Asia Survey Congress (SEASC) yesterday.
One of the presentations in the session pertained to application for development approval and was delivered by Faridah Hendriani binti Dr Haji Hisham and Hajah Siti Nor Ismah binti Haji Masri from the Authority for Building Control and Construction Industry (ABCi), Ministry of Development (MoD).
The presentation began with an introduction to ABCi, and it was explained that ABCi’s is the authority that carries out the Building Control Order 2014. ABCi’s role in development is to: ensure that proposed and constructed developments are in line with the requirements of relevant agencies and are in accordance with the Building Control Oder 2014 and building control regulations; as well as to ensure building safety is guaranteed and controlled.
Enforcement of the Building Control Order 2014 began on November 1, 2015, and it is enforced to ensure that duties and responsibilities of qualified persons in carrying out developments are clear. This is aimed at ensuring developments are at a satisfactory level.
According to the order, permission for all building works must be applied for at ABCi. Building works include construction, extension and building demolishing works; renovation, extension and restoration of buildings; preparation, extension or renovation to the use of air conditioning or related ventilation systems in a building; earthworks; and structural works/construction.
It was highlighted in the presentation that attaining approval is important to ensure that: the safety aspects of the building are guaranteed; the structural integrity of the building is guaranteed and safe; the development progress is organised; qualified persons and appointed contractors are registered and recognised by the MD; and to ensure that the development being constructed is at a satisfactory level to avoid future problems.
There are six steps in attaining development approval: obtain planning permission; obtain development approval; obtain permit to commence works; request inspection date; conduct inspection; and obtain occupation permit.
The parallel session also featured a presentation on land legislation in Brunei Darussalam, which was delivered by Amal Hayati binti Haji Junaidi from the Land Department.
The presentation touched on, among others, the Torrens system – a system that accurately and thoroughly records and registers land ownership rights. It was first introduced in South Australia in 1858 by Sir Robert Richard Torrens. Also discussed in the presentation were the details of land grants, which include physical information (district, village/mukim, etc), registration information as well as owner’s information.
In addition, the presentation featured excerpts from the land code pertaining to registered land owner’s rights.
Yesterday’s session was one of a number of parallel sessions that took place as part of the 14th SEASC, which will continue into its third and final day today with two more parallel sessions and a closing ceremony.

THE Ministry of Development’s departments and relevant agencies were advised to continue improving the quality and efficiency of their services in line with the advancements in technology.

This is aimed at meeting the requirements of customers faster by simplifying their application process with a skilled and knowledgeable workforce.

Minister of Development Yang Berhormat Pehin Orang Kaya InderaPahlawan Dato Seri Setia Hj Suyoi Hj Osman said this yesterday in expressing his hope of having modern technology used in enhancing quality, productivity and efficiency in carrying out services from the government namely those involved in land development, construction of infrastructure and buildings as well as other public interests.

He mentioned these being components under the ‘Client Charter’ or Tekad Pemedulian Orang Ramai (TPOR) where any application process should be reviewed by the respective departments and agencies in order for them to meet the requirements of their customers.

“Frequent use of new and advanced technology alone will not be meaningful if the conduct and ethics of our work has not changed. It is necessary for all departments and agencies to adjust work procedures with the use of technology available at this time,” he said. “Any of the processes and procedures that are complicated for the public and stakeholders should be reviewed and improved to enhance the quality and efficiency of services provided.”

The minister also called for the involvement and cooperation of the private sector in the matter, to facilitate and quicken the collection of data in planning and decision-making in providing infrastructure and land sites which are welcomed and greatly appreciated. An example was in the work of surveyors where private land measurement should always strive to improve the quality of services in the accelerating process of measurement and manufacturing plans.

“Towards this, they should try and find a way to use more sophisticated technology that can produce faster service that is in line with current needs. They should also strive to increase the skilled workforce in the use of new technology to improve the quality and efficiency of their services,” he said.

He added that the ministry would continue to work on improving the quality and efficiency of service through the use of new technology. He mentioned the example of the Survey Department’s launch of the “Geoportal Survey” a platform which contains geographic and land lot information, easily accessible to interested parties.

Other departments were urged to follow suit with such initiative where technological advancements can enhance their services for the betterment of customers and the general public.

The minister was guest of honour in yesterday’s official opening of the Global Navigation Satellite System (GNSS) seminar organised by the Survey Department, Ministry of Development.
